This is a case study of one of 17 pilot schemes in the first wave of neighbourhood planning under the Localism Act.

The 26 slide presentation is by Mike Lee, Chairman of Blaby South Community Forum for 3½ years, also now Chairman of the Fosse Villages Neighbourhood Plan Group (FVNP). He was formerly on Sapcote PC for 18 years, and chairman for 5 terms.He's been a resident of Stoney Stanton/Sapcote since 1975.He has experience of demographic and development planning in the UK and overseas through the RGS, Industry and New Towns Commission in the 1970s.

General Powers of Competence - Factsheet

Local councils in England were given a 'general power of competence' (GPC) in the Localism Act 2011, sections 1 to 8. This paper explains the freedom granted by the general power, the criteria to be met before a local council can use it and some restrictions on using the power. It notes the CiLCA questions and pass criteria (see also the Portfolio Guide 2012) and some useful weblinks. The power does not apply to parish meetings or to local authorities in Wales. 8 pages.
