Policy consultation: Transparency code

The Local Audit and Accountability Act 2014 sets out a new audit framework for local public authorities which are currently covered by the Audit Commission regime. Under the new framework local councils with an annual turnover not exceeding £25,000 will be exempt from routine external audit. They will be subject to the new transparency requirements laid out in the draft Code.

This consultation asks questions on the content and application of a draft audit-substitute transparency code for local councils.

NALC Chief Executive Report December 2013

CLG New Councils National Programme

Intensive work has now begun on the implementation of the National Programme, following the CLG ministerial announcement on 9 September.

The Programme provides funding of just under £1 million over 18 months from October this year, with the possibility of increased funding and/or extension of the Programme if it is a success.

The Programme is of primary importance: it will open up new opportunities for communities; provide a basis for a major expansion of the town and parish councils sector, especially in urban areas; it will generate new income both in the short- and long-term; and it will give much greater weight and influence to the National and County Associations.

County Associations have been closely involved: CLG officials have attended the County Officers' Forum; and representatives of the Forum have been present, with NALC officers, at meetings with CLG and in wider discussions.

NALC E01-13 - Pay Settlement 2013-14

The NJC have confirmed that the Local Government Employers and trades unions have agreed the pay scales for 2013-14. A pay increase of 1% has been agreed with effect from 1st April 2013, i.e. backdated for nearly 4 months.

One of the Spinal Column Points has also been deleted.

"Good Councillors Guide" - 4th Edition

The 4th edition of the National Training Strategy publication "Being a good councillor – Essential guidance for parish and town councillors" was published in June 2013.

This revised edition is a welcome and much needed resource primarily for new councillors but also for those thinking about becoming a local councillor.

Smaller Councils: Working Together.

This is a template for clustering examples from Smaller Councils. The NALC Smaller Councils Committee would be grateful if smaller councils (those with less than 6000 population or an annual income of £250,000) who have "clustered" completed this form.

The Committee is interested in gathering examples where councils have clustered together (either with larger councils or with other smaller councils) to jointly deliver a project for their communities. The best examples will be collated in a booklet and used as examples of best practice across the sector and to government and other stakeholders.

The deadline for responses (to NALC) is 30 May 2013.
