Community Infrastructure Levy (CIL) - DCLG Guidance

Guidance has been revised with the active participation of councils and developers to provide certainty on key issues. It has been updated to reflect reforms to the planning system and will help councils looking to introduce the levy, as well as providing clarity to those paying the levy about how it works.

Importantly the guidance ensures there is no double charging to developers by clarifying the relationship between the levy and Section 106 planning obligations.

Supporting Communities in Neighbourhood Planning 2013-15

A new 2 year, £9.5m support programme for communities doing neighbourhood planning1 will be launched on 15 April 2013.
Town and Parish councils, neighbourhood forums and emerging neighbourhood forums preparing a Neighbourhood Development Plan or Neighbourhood Development Order in England will be able to apply.
The programme will be in two main parts:
Grant payments – up to £7,000 per neighbourhood area, to contribute to costs incurred by the group preparing a neighbourhood plan or order.

Direct support – advice and support, tailored to meet the needs of supported neighbourhoods.

The programme will also offer opportunities for those interested in and involved in neighbourhood planning to share learning, including through Planning Camp events, workshops and online forums.

LRP Rural Economy Planning Toolkit (Assessor's version for use by PCs)

This "Assessor's" version of the toolkit has been produced to provide a framework with which to assess the strengths and weaknesses of a proposal.

All versions of the toolkit can be found here.

Use of the toolkits should mean that all parties involved in an application will have a common picture of proposals and how well they address the relevant issues.

Neighbourhood Planning Toolkit

The Leicester and Leicestershire Neighbourhood Planning Toolkit has been developed by the nine local authorities and local Neighbourhood Plan Groups to guide communities to the relevantinformation and organisations they need for Neighbourhood Planning in Leicester and Leicestershire.
There is a wealth of Neighbourhood Planning information available and this Toolkit signposts to these key resources, supplementing with locally specific information and advice where necessary. The Toolkit outlines the new planning powers available to communities setting out what a Neighbourhood Plan can and cannot do and also summarising other popular community planning techniques used in Leicester and Leicestershire.

Fosse Village Neighbourhood Plan presentation

The 26 slide presentation is by Mike Lee, Chairman of Blaby South Community Forum for 3½ years, also now Chairman of the Fosse Villages Neighbourhood Plan Group (FVNP). He was formerly on Sapcote PC for 18 years, and chairman for 5 terms.He's been a resident of Stoney Stanton/Sapcote since 1975.He has experience of demographic and development planning in the UK and overseas through the RGS, Industry and New Towns Commission in the 1970s.
