Top tip – Election of Chairman and Annual Parish Council Meetings

By the end of this month every Parish Council should have held their Annual Parish Council Meeting, and the Chairman of the Parish Council should have called the Annual Parish Meeting (which must be held by 1st June each year).

Council Tax Levels for 2022-2023 - Average Parish Council Tax £74.94

The Department for Levelling Up, Housing and Communities has published statistical information about Council Tax levels for 2022/23.

Headline figures for town and parish councils are:

  • The average Band D precept charged by a parish council for 2022-23 will be £74.94, an increase of £3.07, or 4.3%, from 2021-22

Use of red diesel by councils

The Hydrocarbon Oil Duties Act 1979 has been amended from 1 April 2022, with Schedule 1 (Excepted Vehicles) being deleted and replaced by Schedule 1A (Excepted Machines), which significantly reduces the entailment to use red diesel (which contains a dye to indicate that fuel duty has not been paid).

NALC publishes the 2022 edition of the Practitioners' Guide

The National Association of Local Councils (NALC) has published the Joint Panel on Accountability and Governance (JPAG) 2022 edition of the Practitioners' Guide.

"Bitter disappointment" with government over lack of sanctions for poorly behaved councillors

Three years of consideration by government have resulted in no planned changes to the standards regime for parish and town councillors, it was confirmed on Friday (18th March).

AGAR 21-22 Paperwork To Be Sent To Councils W/C 21st March

PKF Littlejohn is due to upload annual return/AGAR documents to their website shortly.

The documents will be loaded onto their website early next week (w/c 21st March), then e-mails to councils will be sent out on a staggered basis over several days starting next Wednesday (23rd) or Thursday (24th)

STOP PRESS: National Pay Award Settled At 1.75%

The long standing negotiations around the 2021-22 cost of living pay award have finally produced an agreement. As of 1st April 2021 all local council staff with a contractual entitlement will have a 1.75% increase applied to their pay scales, resulting in all such staff receiving a full years back pay in their March 2022 wage payment.
