No Referendum Principles for 2020/21

Government has confirmed that the 3 year moratorium on the application of the referendum principles (sometimes known as "capping") to local parish and town councils is to continue for 2020-21.

However the Government 'remains concerned about the pressure placed on taxpayers from thousands of town and parish councils across England' and expects them to exercise 'even greater restraint' for 2020/21.

Government increases margin applied to new PWLB loans with immediate effect

Public Works Board lending is offered at a fixed margin above the Government's cost of borrowing, as measured by gilt yields.

The Treasury raised the margin over gilts to 100bps (one percentage point) in 2010, to better reflect the availability of capital finance, and lowered it to 80bps over gilts in 2013.

LRALC Elect New Chairman and Vice-Chairman

At it's Board Meeting on 10th September 2019 the LRALC Board of Directors elected Cllr John Springthorpe as Chairman and Cllr Tony Hirons as Vice-Chairman for 2019-20. Both have served on the Board and previously the Executive for some time now, John as Vice-Chairman.

NALC Model Financial Regulations - Important Revisions

NALC has issued a revised version of its model Financial Regulations (FRs) which requires a relatively large number of amendments to be made to existing FRs used by councils that are based on the NALC model.

External Audit submission deadline - 1st July 2019

A reminder that the submission deadline of 1st July is approaching. By this date councils should have submitted to PKF Littlejohn either:

  1. A completed & approved AGAR and all applicable supporting documents; or
  2. An Exemption Certificate .
