External Audit: The Exercise of Public Rights

A reminder to all our member councils that the period of 30 working days granted for the exercise of public rights must include the first 10 working days of July. To meet statutory requirements all local councils must:

1. Fully and accurately complete the notice of public rights pro forma (see below for further details).

2. Publish (including on the council's website) the following documents, the day before the public rights period commences:

a) the approved Accounting Statements and Annual Governance Statement in the AGAR (whichever AGAR is relevant to your council);

b) the completed Notice of Public Rights and Publication of Unaudited Annual Governance & Accountability Return;

c) the notes which accompany the Notice (Local authority accounts: a summary of your rights).

Please note that the latest possible dates that comply with the statutory requirements are Monday 1 July – Friday 9 August 2019

All pro forma documents and full instructions on how to achieve compliance can be found on PKF Littlejohn's website. There are different versions of the Notice depending on whether your council has declared itself exempt or not so please ensure you use the correct version:
