Parish Councils and Pension Auto Enrolment - Don't Get Fined!

Here at LRALC we have been alarmed to discover that there are still local councils who believe that pension auto-enrolment does not impact on them as they have no employees for whom they have a duty to auto-enrol (e.g. because employee earnings are too low or because the employee is of pensionable age).

Some duties apply to ALL employers, even if your staff aren't eligible to be automatically enrolled... Read More »

NALC and SLCC Salary Scales 2016-18

LRALC informed all member councils of the newly issued NALC/SLCC pay scales (and the associated NALC briefing) via our last Newsletter and a recent round robin.

However, it is clear some councils still have not applied the newly issued pay scales (where they are contractually required) so this item is intended to act as a reminder and also provide a direct link to the NALC briefing (see link below).... Read More »

Pension Auto Enrolment - No Staff Eligible for Enrolment?

We get many queries from member councils who do not have any staff that require enrolment into a pension.

The most common of these questions are:

1) Which tasks do I need to carry out if I don't have staff that need to be put into a pension scheme?

2) Do I need to set up a pension scheme if none of my staff need to be put into one?

The Pensions Regulator website is regularly updated, and the answers to... Read More »

2014-15 Pay Award

All council staff under "Green Book" terms and conditions have been offered a 1% pay increase. The increase would take affect from 1 April 2014, with those on salaries under £14,880 (full time equivalent) receiving a slightly higher increase.

The National Employers said the deal was fair for staff and taxpayers considering the 'financial pressures' faced by local government. However, the Unions... Read More »

Common sense approaches to managing discipline problems - a briefing

LRALC is often asked for guidance from member councils on addressing employee performance and discipline issues. Altough we are able to provide much detailed written guidance, often a brief summary is required as a starting point.

The document below (see link - you will need to be logged in to access this resource) provides a basic overview of the stages in the process which should be followed. It is... Read More »

New Pay Scales published following pay settlement

NALC and SLCC have jointly issued the revised pay scales following the agreed pay increase of 1%. This pay increase is backdated to 1st April 2013. Due to the timing of the issuing of the new pay scales it is likely many councils will not apply the new scales until the August salary payment, which will mean 5 months worth of back-pay will need to be applied.

See the member only briefing below for the... Read More »
