The National Association of Local Councils (NALC) has today published a new employment briefing on the national salary pay scales for clerks and other employees employed under the terms of the model contract.
The briefing includes updated pay scales in line with the 2004 national agreement for the sector.

LRALC understand that UNISON has voted to accept the pay offer by a two to one margin and similarly the GMB have accepted. While UNITE members voted by 70% to reject this offer, however in-line with the constitution of the National Joint Council (NJC), UNITE accepts the collective majority of the other unions and the pay award will now be implemented.

Many councils have contracts in place with their staff (even where they only have one employee, i.e. the clerk) which entitles the employee to receive the national cost of living pay award as part of the National Joint Council (NJC) terms and conditions.

Here at LRALC we have been alarmed to discover that there are still local councils who believe that pension auto-enrolment does not impact on them as they have no employees for whom they have a duty to auto-enrol (e.g. because employee earnings are too low or because the employee is of pensionable age).

All council staff under "Green Book" terms and conditions have been offered a 1% pay increase. The increase would take affect from 1 April 2014, with those on salaries under £14,880 (full time equivalent) receiving a slightly higher increase.
