The National Association of Local Councils (NALC) has today published a new employment briefing on the national salary pay scales for clerks and other employees employed under the terms of the model contract.
The briefing includes updated pay scales in line with the 2004 national agreement for the sector.

NALC are in discussion with the SLCC on a joint initiative to promote good governance and NALC have a working draft which will be discussed with SLCC this week.

Here at LRALC we have been alarmed to discover that there are still local councils who believe that pension auto-enrolment does not impact on them as they have no employees for whom they have a duty to auto-enrol (e.g. because employee earnings are too low or because the employee is of pensionable age).

We get many queries from member councils who do not have any staff that require enrolment into a pension.

The summer holiday period seems like a suitable time to remind all local councils that they have to give paid holidays to staff, even those who only work a few hours a week. This is a legal requirement and not optional!

NALC and SLCC have jointly issued the revised pay scales following the agreed pay increase of 1%. This pay increase is backdated to 1st April 2013. Due to the timing of the issuing of the new pay scales it is likely many councils will not apply the new scales until the August salary payment, which will mean 5 months worth of back-pay will need to be applied.
